B. FOCUS: TEACHER TRAINING

The purpose of Bilingual/Multicultural Education graduate and undergraduate programs is to prepare teachers of every subject to serve the needs of children, youth, and adults who are learning English as a second language in bilingual, ESL, and all education programs. All of my research is dedicated to this purpose. Several grants, publications, conference reports, and other writings have been specifically addressed to teacher training. Most of my efforts in this category fall under "Service" (professional and student organizations) and "Teaching".

1. RESEARCH

TRAINING GRANT proposed 1999: Western New Mexico Bilingual Education training Program.

TRAINING GRANT proposed 1999: Western Professional Development Project.

Current research: Navajo Music in the Schools documenting and publishing songs that teachers can use.

1998-1999. Designed and carried out research: "Attitudes toward bilingual education" for the Gallup-McKinley School District.

Helped design courses for Navajo language instruction. 1998. EDBL 502

Binational school (Palomas/Columbus) in which I document the international collaboration between schools, teachers, and students with video and written products 1995-97.

EXTERNAL EVALUATOR. "Language Development through Science and Math for LEP Students: a Title VII Special Alternative Program", Department of Education, 1992 to 1994. Responsible for the on-site training and evaluation, and the development and conduct of the longitudinal study.
TRAINING GRANT. Howard, Roy E. "Llano Estacado Texas Bilingual Education Fellowship Program", Department of Education, $269,767, funded fifteen doctoral fellows from 1991 to 1994. All majors in Education are eligible, with a support area or minor in bilingual education or teaching English as a second language.
TRAINING GRANT. Howard, Roy E. "Western Education Personnel Training Program", Department of Education", $620,000. Funded 200 students in full and part time programs from 1992 to 1995. Directed the program, wrote the renewal applications and yearly reports. Program served graduate students in ESL and bilingual endorsements, and undergraduates for bachelor of arts degrees in teaching with bilingual and ESL endorsements.
